Yes, STK supports both streaming terrain and imagery with local data for use offline.

Streaming Terrain:  

Offline streaming of terrain can only be accomplished by purchasing the Geospatial Content Server (GCS).

Note: GCS encompasses functionality previously named "Terrain Server".   This part of GCS allows you to ingest your raw terrain and then stream it efficiently as a quantized mesh.

The no cost alternative is to convert user provided raw terrain formats into a custom format that renders terrain in 3D.

Streaming Imagery: 

Option 1: GCS comes with global 10 meter resolution Sentinel 2 imagery and can stream user provided imagery.

Option 2: Streaming imagery can be accomplished at no cost with the WMS / WMTS or ArcGIS Rest UI plugin.
